- As part of a formal three-level career ladder, this role offers opportunities for growth, with salary increases tied to expanded responsibilities and skill development, and a full pay range $28.44 - $38.09/hour, including annual increases for longevity and cost of living.
Essential Functions
This position is part of a formal career ladder tying pay progression to the advancement and complexity of assigned duties and responsibilities.
All Positions
- Participate in identifying and developing implementation strategies for adopted City goals.
- Develop and implement various projects, programs, and policies to advance City and departmental adopted goals and initiatives; ensure goals and objectives are prioritized within City decisions.
- Support, inform, and provide recommendations to policies, plans, and programming to meet the needs of the adopted goals and objectives; advise leadership on the needs and gaps of projects, programs, and initiatives.
- Lead and direct various staff, interns, and volunteers; develop work plans with measurable goals; provide training opportunities to internal and external audiences; facilitate volunteer recruitment.
- Research, apply for, and administer various federal, state, and local grants and other funding opportunities.
- Serve as subject matter expert to advise and provide information related to policies, programs, initiatives and various other inquires within specified area of focus.
- Provide technical assistance and training to various work teams, officials, outside agencies, and other stakeholders.
- Provide support in monitoring project and/or program budgets and financial records, including receiving and disbursing funds, etc.; establish and maintain account records; prepare various financial and/or performance reports.
- Serve as content expert in program area to the City, CPDI, and various federal, state, and local agencies, grantees, the community, and various other entities.
- Represent the City and CPDI while facilitating and/or participating in various public and professional meetings, committees, hearings, forums, etc.
- Collaborate with departments, city officials, and various other community stakeholders to encourage and ensure robust resident and business participation.
- Build public and private partnerships to create new opportunities for innovation and impact to reach community, departmental, and City adopted goals.
- Evaluate the performance and progress of projects, programs, and/or initiatives to determine effectiveness, efficiency, and viability to the community, including ability to meet the needs of the adopted plan and/or goal; educate and advise leadership and other stakeholders on the progress and impact of implemented goals and policies.
- Develop outreach and education programs to provide information, promote community engagement, and advocate for adopted City goals and initiatives; create content and deliver program communications, reports, policy manuals, presentations, education, and outreach materials.
- Respond to various inquiries related to specified area of focus.
- Other duties as assigned, based on training and qualifications.
Property Engagement:
- Develop and manage relationships with housing owners, landlords, and/or property management companies on behalf of the Missoula Coordinated Entry System and local houseless system of care.
- Negotiate rental rates, unit holds, tenant selection criteria and documentation, and use of landlord incentives with housing owners.
- Facilitate educational opportunities for landlords and property managers to foster more meaningful engagement.
- Create tools to support real-time knowledge of available rental units, such as: a unit inventory management tool, etc.; accurately populate such tools.
- Communicate regularly with case managers regarding up-to-date housing availability.
- Assist case managers in identifying suitable housing and negotiating rental agreements for their clients, including review of tenant-landlord leases for compliance with federal, state and local laws.
- Support the advocacy of clients maintaining housing and liaise between client and landlord to mitigate concerns when appropriate; support in obtaining a mutual termination of lease or mutual recission, when necessary.
- Participate in landlord engagement and retention trainings.
- Engage with community partners and stakeholders to strengthen resources, educate, gather insight and adjust implementation plans.
Knowledge, Skills And Abilities
- Knowledge of best practices in social issue areas including affordable housing, houselessness, poverty, or other relevant areas.
- Knowledge of the rental market in Missoula and the Fair Housing Act.
- Ability to understand and articulate the value of a rental unit acquisition deal to the benefit of various stakeholder groups.
- Ability to display original thinking and creativity, meet challenges with resourcefulness, generate process improvement suggestions, and develop innovative approaches.
- Strong advocacy skills.
- Skill in organizational and time management to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
- Skill in establishing and fostering communication, teamwork, and effective relationships with City employees, external partners and stakeholder groups.
- Skill in public speaking and making presentations.
- Skill in creating education and outreach content and materials.
- Ability to work independently with a minimum of supervision, take initiative, and respond to supervisory direction. Ability to work effectively under pressure and to meet deadlines.
- Ability to make presentations and to communicate effectively in the English language, orally and in writing.
- Skill in the use of personal computer (word-processing, spreadsheet and data base software). Skill in the use of standard office equipment, (ex: FAX, copier).
- Willingness to work flexible hours occasionally as needed.

Qualifications And Additional Application Materials
- Any combination of education and experience equivalent to four (4) years of program management experience in community-based organizing, local government, or another relevant field.
